I ma trying to find out where Is tand in regards to planning and my HMO . At the moment I have an HMO C4 with fewer than six persons as the law stands but it will be impossible to make a living . So I want to go five lodgers . In the case of an HMO the resident landlord and and family count as one person for the purpose of licencing but do they count as one for the purposes of planning in relation to the 2004 housing act .
