    Thank you in advance for any info.

    In the process of buying a house that needs a new roof with mild modification that would have fallen within PD rights, and would like to replace recessed dormers with velux windows and get the whole lot done before winter sets in.

    Detached, not listed or by curtilage, though surrounded by grade II and in conservation area.
    Article 4 direction announced by local council on 30/7/14, started an application for lawful development certificate for proposed works on the online planning portal and draft saved on 28/7/14 ie 2 days before Article 4 announced.

    My question is , when does the article 4 direction come into play, do I now need full PP or not as I started the process before Article 4 was announced.

    My real concern is the timing, the conservation officer has advised a pre application meeting on site with planning officer, which will apparently delay everything by a month, which will push the timing of roofing from October to November.
