Duel inheritance

Basically my two children inherited a flat from a uncle .It was stated they could not inherit until they were 21 .Now child one moved into flat at 21 and has been living there for 5 years .Now child no 2 is turning 21 and wants to sell the flat .We have explained his sibling will not be happy but he insists .Also Child 1 has fallen behind with maintenance and council tax is child 2 liable ? Thanks in advance
