      As stated above, if this matter were to ever go before a court, the neighbour's refusal to go to mediation may well be seen as unreasonable by the court. It would not, IMHO, do their side of the case a lot of good. What is evident, however, is that the OP has done what they can to resolve this matter without resorting to the courts. That is to their credit and would, IMHO, help their case if it were to go to court.

        My Sister worked from home in her council house.She set up a small office after she became unemployed told the council and they sent out the Custom and Excise officer to measure the room she was working in.It didn't infringe on the space but she had a letter sent telling her that she had permission to work from home.She also had to tell her home insurance too.

          It's not just about the law on here you know. People will give you the support you may need so you don't do something stupid. There is probably no problem that someone on here hasn't had experience of

            You do not have to tolerate any of your neighbours crap.especially as they have refused mediation.
            I refused mediation because I didn't trust myself not to make matters worse by losing my temper and letting fly with language a fishwife would have been proud of.:faint:
            I suggest you put your blinkers on and cover your ears until you have had your baby and are back to full strength,,then write to your council,your MP and God himself (joke)..tell your Health Visitor and GP what has been going on etc etc......
            Put yourself and the baby first..........then unleash Hell.
