Well, indeed.

Domestic refrigerators and freezers typically use freon (link) which is a chloro-fluoro-carbon compound said to be responsible for "causing" the hole in the ozone layer. That's bad enough and some of its replacements are rather toxic but industrial and commercial equipment may contain ammonia which is more than slightly deadly.

Some of the freezers in older ice cream vans use freon as the refrigerant. I know the owners of a fleet of ice cream vans near to where I live and it cost them a pretty penny to dispose of the old freezers in their vans when upgrading.

But if the freezers had been "unfortunately vandalised" and the freon released, then they'd just be scrap metal and waste plastic, wouldn't they?

One might wonder in which country lane the plastic parts are fly-tipped.

The vans went back to the coachbuilder for upgrading, Cloggy. The ice cream van owners' reaction when they got the bill for the upgrade, including disposal of the old freezers was something like, "'Kinell".

First, how big is their truck, is it Transit sized, theres not much that can be done about it, but if its in excess of 5tonnes, they MUST have an Operators Licence, and I can assure you, they wouldn't get one being parked up in a housing estate.

So lets find out that information, VOSA would love to speak to them

Secondly, whilst its not all of the travelling community drive around in heaps, its a fact that lots do.so what is the


condition of the truck in question, bring your concerns to local plod (not a pcso), get them interested.


As has been stated, as of december 2nd 2012, anyone dealing with scrap metal has to be registered with local ccouncils and needs a valid waste carriers licence from the environment agency. If you know their name or business name, you can check EA records online to see if they have a licence and if its still in force.

They also need to inform EA of any address change, which they no doubt havent Done.

When they collect/buy scrap, they should be filling out waste transfer notes, one for customer, one for their records, EA would no doubt love to be informed they aaren't doing it.

And lastly, whilst its mean to assume, probably ringing up confidential phone lines to Inform them of the full total of iinhabitants at that address Might be useful.

Thanks for that galahad its a open back lorry with a back that comes down electrically for lowering heavy items its old and scruff the engine has just blown him and his cronies have used lifting tackle to remove oil and fluids now frequent the tarmac area outside

From what the OP has said, Galahad, it sounds like the truck could be subject to O Licence requirements. I'll dig out a copy of the licensing requirements from VOSA and post up.

What make and model is the truck, please?

If they need to use lifting tackle to remove the oil, it must be too solid to act as a lubricant. :grin:

Seriously, though, used engine oil can be quite dangerous as it is considered to be a category 2 carcinogen.

The OP is telling all on this site and has been advised who to contact regarding possible unlawful acts have they contacted the authorities ,the housing association has some power but not the law behind them to deal with what may be illegal

The vehicle in question is an LDV Convoy unlikely to exceed 3.5 tonnes, therefore no O licence required.


However, Environment Agency is VERY powerful. Report the oil on the floor, they take a dim view, and if they happen to not have a waste carriers licence, two birds, one stone.
