Party Wall Neighbour Complaint

Hello. My neighbour has complained to the council as I did not notify him of work being done involving the party wall. I had a like for like replacement of my conservatory window/door and roof. Part of this work meant taking existing fixings out of the wall and roof and replacing it with new ones. The work was completed by a reputable local glazing firm and the builder talked to the neighbour on the day. Neighbour complained he was going on his flat roof and damaged his felt (overhanging to my side). The builder did not and is willing to come out again to talk to him. Was I wrong - to be honest I never considered the Party Wall act.

Any advice appreciated.
