    I am not familiar with this aspect of LL and Tenant law so I cannot advise. I really think you need some help (Shelter? Citizens Advice?). The key issue is preventing eviction for non payment of rent it seems to me by proving that you followed the protocol for withholding payment in full which you say you did. I also do not know re the part 18 request. This is a very specialist area. You could try posting on the forum Landlordzone which is more specialist and helps both LLs and tenants.
