    I'll try compress the issue.

    Disabled Family member bought a flat last year. Flat has 5 other households in the block. FM is getting a grant to have a gas feed into her property. Scottish Gas Networks - the company doing the work,and who were engaged by the company who assisted with acquiring the grant - have asked that all tenants (and the factor) sign a consent form.

    The factor is absolving themselves of the issue, which I found odd. However, one household has lodged concerns, and despite them being assured no work is taking place on their side of the building, they have not returned the consent form.

    I fear that a run-in with this person, who made an accusation of FM breaking front door lock, is behind the silence. Every other household owner has agreed to the work, expect this one household. They know the cut-off date for the commencement of works is the 28th of October, and I fear they are just sitting this out, preventing the FM from getting gas to the property.

    What avenues does FM have? Anyone? Remember, this is Scotland, fwiw.

    Is there an alternative to gas? You haven't said what the gas would be for.

      There is, of course, electricity. FM wants gas for combi-boiler and to lay in gas central heating.

        UPDATE: The household in question has, thankfully, signed the consent form. However, the factor is refusing to respond to further questions about their responsibility. I will deal with this under a separate thread, if needs be.
