  • New Halfway House

    Hi all,

We purchased a property in July 2020 and have had no issues at all until recently (March 2024). We learnt (after the issues started) that the house in the middle of the set of three terraced houses we live in has been turned into a halfway house (a property where ex convicts move to while they adjust to living in society). We have had no end of issues from noise at all hours of the night (keeping us awake when we have work the next day), strange people coming and going, all the way to using a blow torch to burn the key safes off the front of the house. I have complained to the Anti-Social Behavior team at the council but have been advised this isn't something they can help with as the house is not council owned. Its not a police matter because it being a halfway house isn't against the law (even though we weren't informed)

In terms of us moving away from the house there are a few things, my boyfriend has recently started working for himself so we do not have enough books to get a new mortgage, however, primarily the value of our house, despite the work we have done to it, will now be next to nothing and so we might not even break even on the house never mind the money we would of had as profit if this house was not next door

I am looking for advise on what I can do about this? or is there nothing I can do?

I would have thought planning would have been needed. Check your council website and search your road to see if any applications were decided and you were not informed. Speak to your local councillor. Anti social behaviour is very much something a local council can help with...

Did this use start before or after you purchased your home?
Lawyer (solicitor) - retired from practice, now supervising solicitor in a university law clinic. I do not advise by private message.

Litigants in Person should download and read the Judiciary's handbook for litigants in person: https://www.judiciary.uk/wp-content/..._in_Person.pdf

        Hi Both,

        Thank you for your responses!

IslandGirl - I thought the same, but the house is only a two bed, so its not classed as a HMO which you do need planning for, HMO's are 6 or more occupants. I have checked just now on the planning permission on the council website but there's nothing for the address. I think ASB said they couldn't help because the people I sent the complaint in about had moved out, and I asked for them to continue the complaint due to it being a Halfway House, which is when they mentioned not being able to help

Atticus - This started after we moved in, we moved in July 2020 and the house was rented by normal families up until March 2024

Thank you for the reply. I would have thought use of this kind needs change of use at planning level (not an HMO licence). Why not contact planning and ask? Also involve your local councillor - that is what they are there for. Get in touch with them personally.
