Hello!
We are leaseholders currently undertaking a renovation of our property. We have been doing this for about a year now, and liaising with the freeholder for about a year and a half.
In that time we have had three(!) freeholders so we have had a very hard time getting any permission beyond verbal confirmations on a site visit. We even covered the cost of a brand new roof even though this was technically supposed to be covered by the freeholder.
Firstly, does an existing freeholder permission extend to when a new freeholder takes over?
Secondly, do I need freeholder permission to erect scaffolding on a public street? We are trying to buy some land, from our freeholder to build an extension and he is being very cagey, despite us spending over 2k on surveys, valuations, planning permissions etc at his behest. We are worried he is going to do the same with the scaffolding, which is very time sensitive.
The scaffolding is primarily for windows, which we are allowed to replace without freeholder permission anyway, but can he stop us erecting the scaffolding to actually put them in? Additionally, if we can build the extension we will need the scaffolding for that and we would like to conduct maintenance to the outside of the property, weatherproofing, pigeon proofing etc, which should be under the freeholders remit but obviously they are inclined to do no such thing.
The freeholder has conducted significant works to the property below us and is a newly opened business, I worry because it's new, he will object to the erection of the scaffolding.
