    Having submitted plans for a double garage with a flat above, to be built in the garden, the council wanted extra fees as they are classing it as a new dwelling.
    A new dwelling I understand, does not attract VAT for materials and or labour.
    When does double garage with a flat, built in the garden become a new dwelling? The council may call it a new dwelling but what about HMRC? HMRC were not very helpful when they were contacted. Also, does a new dwelling attract VAT on materials and or labour.?If it is to be used as an AirBNB does it make a difference? If it is used for a relative does it make a difference? Also, if it is to be used for a relative, is there a time frame between completion and occupancy by the relative that has to be adhered to and I think finally, between completion and occupancy be relative, can I use it for AirBNB?
