Unadopted lane

I want to buy a cottage which is on unadopted lane. The cottage has no gardens. Can I lay grass or slabs about 2 metres from the cottage and surround by small fence?

Not sure if this helps, if it 'unadopted' lane, can you not apply to 'adopt' it?
