my property is for sale , my ex neighbour is harssing potentential buyers and so far no buyers , I have never had any dispute with this man and cannot undestand why he is doing this , I have been informed by estate agents of this

Could your neighbour be trying to drive the price of the house down so that one of their relatives or friends put a low offer, as you get frustrated with the situation.
It might be an idea to get a friend to pose as a buyer, get them to discretely record what happens during a viewing.
This will allow you to formulate a strategy moving forward.

Is your ex-neighbour going out of his own way to harass potential buyers or are those buyers knocking on his door? What exactly is it he is doing that is harassing?
What are you prepared to do about it? It's possible that your neighbour could be causing an unlawful interference and you would have a right to sue or at least obtain an injunction but it really depends on the facts.
Echat makes a good point about potentially getting a friend to pose as a buyer and see what exactly he is saying, in addition to that I would get a statement from the estate agents as to what they have been told.If you have a question about the voluntary termination process, please read this guide first, as it should have all the answers you need.
