The housing association offered me right to buy and was at final stages of waiting for a completion date and now they have told me that I am not eligible for right to buy. They have admitted error. I was orginally in a council flat with right to buy and as a secure tenant. I transferred to housing association via mutual exchange.

I fairly sure you would have to attempt to resolve the matter with the housing association, if you can't get a 'deadlock letter' to state the matter can't be resolved, then lodge a complaint with The Housing Ombudsman -
