    Have you tried a polite notice on a self adhesive sticker on the driver's side of the windscreen on offending vehicles?

    Technically Criminal Damage, but I doubt it would ever reach a magistrates court.

    PS is it a public highway, besides being private road?

        So other than an injunction forbidding obstruction of your access (one for each offender so probably not viable and expensive!) back to polite self adhesive stickers.
        Can be b*****s to remove.

            You have posted an extract from a document.
            I learnt a long time ago not to come to a conclusion from an extract.

            Even if it does require the management company to enforce compliance with the covenant, how do you expect them to do it.
            You admit they sent numerous notices to repeat offenders, but with no effect.

            The only legal way forward is an injunction to each offender ordering compliance with the covenant, and if they ignore the injunction a court may possibly impose a fine or prison sentence on the offender.
            However there is no certainty an injunction would be granted in the first place, and there is a cost to consider.

            Hence teach your un neighbourly neighbours to park considerately
