Hi all. A few years ago I was contacted by the water board informing me that they identified a small leak from the access pipe within our boundary. I own a first floor flat and our insurance company sent a company out to investigate and repair. It turned out that the access pipe to our property ran underneath the ground floor flat and they would need access to this property to repair. The ground floor flat is unoccupied and letters were sent from the water board and the company trying to do the repairs. I also sent letters to the owner found on the land registry and had confirmation they were signed for. i advised the water board that despite multiple attempts to get this resolved there was no action from the neighbour allowing the repair to take place. They wrote back to advise they would be closing the case as they understood the valid attempts were made to repair. They left it as the case being closed but in the future if we ever did mange to get access to let them know. My question now is could I sell the flat as it is? Would I need to get the repairs done first or have to declare the previous issue?
