Suing a builder?

Does anyone have experience or advice on suing a builder?

I've had work done which is really poor quality, the builder will not fix it. There's so much left to do and fix that it does not cover the £3K which is outstanding.*

However, he will not give us any guarantees for gas, electrics etc, until we pay him the balance.*

Really don't know what to do and feel very bullied by him.*

We do have a contract. Contract does say that the guarantees won't be handed over until final payment, but there is also a payment allowed for snagging. I would consider that the payment prior to the snaggin one is the final payment, but he considers the final payment to be the last one which is for complete snagging.

I want to resolve the situation - get the poor work fixed by either them or another firm.*

Is threatening to sue a sensible option?
