Complaining neighbours

We have a neighbour problem... they keep complaining to the council about us.
firstly for planning permission, which we have!
secondly for running a catering business from home, we are a florist!
thirdly for not having a trade waste bin, which we have from the council
they are obviously trying to cause us problems for the sake of it as all 3 complaints are completely daft and uncalled for, can we demand the name of the complainer from the council? What are our options on how to stop this?

What do you plan to do if you obtain the identity of the complainant?

I doubt anyway the council will release the name of the person reporting alleged breaches of planning.
Why not write to the council pointing out that this person (if it is the same each time) is wasting council time and should be dealt with according to their guidelines for curbing a persistent complainer.
