Urgent. Any help with LA and LGO ignoring homeless law -Part VII and s.211 (HA 1996)

In short, my complex five year NFA began when LA refused to acknowledge my homelessness. Now LGO, who are purpoted impartial, have not only refused to investigate my complaint, but have endorsed LA not at fault. Likewise, LGO refuse to publish a report of my complaint; which I opinion is to save LA (and LGO) face. Ie, I guess allowing an elder pensioner to reside in her car six Dartmoor winters, isn't exactly how a Good Council would act? Statutory Law states LA (and LGO) must adhere to Part VII and s.211 with every homeless. That's me, isn't it?:juge:
