So......... you're in a shared ownership property, which is on 'private land', how about suggesting that gates (the electric type that have automatic opening, by clickers owned by the residents) be erected to stop the dog walkers using your estate as a cut through to the park ?

But wouldn't such gates also reduce the risk of burglary?

No idea, but I reckon its something that could be found out and could be a solution to the problem, although it does depend on whether the estate is an open one or just has an entrance for cars/pedestrians, as guaranteed the manager will whinge about cost.

Dog fouling on private land should be policed by the councils as we all pay council tax do we not! I have the same issue with three of my neighbours-one of which has been dealt with via mediation & the other two continue to offend. My issue is with them allowing their dogs to 'pee' on two large conifers-one of which died resulting in it being cut down. To replace the tree & be remunerated for the dead trees disposal it costs approximately £600, as I have video & photographic evidence of the offending 'muts' & their owners I am looking toward the small claims court for vandalism & damages; watch this space...
