    I understand that the instructions/directions of a Police Officer overrule traffic signals.

    Im trying to help a friend with a PATAS appeal. There are very limited grounds of appeal and Adjudicators cannot take mitigating circumstances into account

    The Police were not on signal duty as such, but in London on Jubilee Tuesday 5th June there was a heavy Police presence advising motorists of routes to use because of diversions and road closures. Uniformed Police told friend to follow a certain route, and he ended up getting a PCN by doing as he was advised.

    Can anyone help please, Im looking for any caselaw that shows a Police Officers instructions overrule traffic signals

          Speak to TfL and/or the London Borough in which this alleged violation occurred, ask if a Traffic Management Order (TMO) was in force on that particular day and ask for a copy of the TMO.

          The other one to contact is the Metropolitan Police Service. Their postal address is -

          They might be able to assist.

                Pity they don't ticket politicians for doing u-turns. The number Boy George has done since becoming Chancellor, would provide an LA with a nice little earner.

                  So far I havent been able to find any traffic management orders applicable for that date so I will keep on searching, but I found this-

                  paragraph 10 is interesting -

                  10. General Exemptions
                  1) Nothing in the Order shall apply:-

                  a) to anything done with the permission or at the direction of a police constable
                  in uniform or a Traffic Police Community Support Officer in uniform; or
                  b) to any person who causes any vehicle to proceed in accordance with any
                  restriction or requirement indicated by traffic signs placed pursuant to Section
                  66 or Section 67 of the Road Traffic Regulation Act 1984; or
                  c) to any vehicle being used in an emergency for police, ambulance, fire and
                  rescue authority or fire brigade purposes

                      Write to TfL and the MPS, Cyn. Not all TMOs get published on the internet.

                        I'd be on to the council for a copy of the traffic regulation order for this and see what it says.

                          Gathered a bit more info

                          8.2 Traffic on the road network was generally light throughout the weekend, with
                          significant reductions observed at various sites. Hourly flows were measured for
                          the Sunday, Monday and Tuesday based on a sample of 10 automatic traffic
                          counters in central London, and compared to a baseline of the average of the
                          prior two Sundays. Sunday and Tuesday both had significant road closures in
                          place for events, and all Royal Parks’ roads were closed for the duration of the
                          Bank Holiday weekend.

                            Nearly all TRO/TMO's will have a clause which reads something to the effect:

                            Nothing in Section xx of this Order shall apply to anything done with the permision or at the direction of a policeofficer in uniform

                              Absolutely. You need to write to TfL and the MPS for copies of the relevant TRO/TMO, Cyn. Once you have that, the answer should reveal itself.
