    Maybe it would be better to make new penalties for exisitng criminal offences, these to inlcude compensation orders to individual victims ? This would be quicker to introduce as it would modify exisitng legislation rather than require a whole new scheme - unless it is desired to have a lower standard of proof than that required for criminal penalties ?

      The other thing that could be considered is Monetary Penalty Notices TSOs could serve on businesses who break the law and rip-off consumers, including a provision for compensation in the MPN.
