I think the ultimate intention is to do away with tribunals and have Acas resolve issues by compromise agreements, as the proposals seriously limit an employees ability to take the employer to tribunal especially the fees. But then what happens if the initial claim has been with ACAS for 3 months and not forward to tribunal?

Its the conservatives clearly trying to protect their rich buddies in big business from tribunal claims at the expenses of everyday workers that work for small companies that are likely to act even more like rogues then they do now when it comes to their employees rights.

Unfortunately, that's the Tories through and through, protect their own kind who just happen to be the party's main sources of income. The Tories and New Labour have, basically, pandered to the rogue elements amongst employers. Very rarely do we hear of a rogue employer facing criminal sanctions over the way it treats employees, whether it be unlawful deductions from wages, bullying, etc.. It is time to take a radical approach with rogue employers and do what many would consider to be the unthinkable and that is expose them to criminal sanctions with reversed onus. Will there be claims it would be open to abuse? There has always been abuse of the law and it is up to those who work within the legal system to identify it and deal with it. But there must be a level playing field where employers and employees are concerned.
