I assume the builder is a Director of the Limited company and that the company is registered in England.
If your contract throughout has been with the Limited company (not with the builder personally) then generally the answer to your question is No. You cannot sue the builder personally.
Is the Limited company still trading? Has it any assets?
If it hasn't entered into insolvency procedures why hasn't it paid you? If it is just ignoring you and ignoring the CCJ then you need to look to the enforcement procedures available for you to use against the Limited company.
If you post more details someone might be able to suggest any options you could take.
