Ombudsman issue

Is there any legal aid to bring a judicial review to challenge an ombudsman who has not followed the ombudsman’s codes of reference within his own organisation and in addition given written information and instruction that was misleading and incorrect (confirmed). It would appear any complaint raised through their own complaints procedures or independent enquiries cannot challenge an ombudsman actions or decisions which I find rather odd and very unfair.
