    I see these cases in court sometimes. The council will prosecute if they can trace. Problem is there is usually no CCTV where they are dumped so council have to rely on finding some evidence in the rubblish (an addressed envelope etc). It is really hard to find these disgusting people but the fines are very high. We had one case where a lady saw it happening and took pics and was chased by the dumpers and threatened. She drove to a garage (public place) and called the police.

      Generally, people always use the same dumping grounds, deserted side roads, alleys etc.

      All the Council need to do is install 'covert cameras', the camera's are cheap, they can use drones, they can unleash 'sniffer' dogs, they can rake in millions, nationally billions. This is a 'mind set', in action, the situation just carry's on.

        Yes I take the point but where I live they use a different field/bit of road each time. Drones would have to be up all night etc. I am sure councils would love the revenue though!
