    Sorry if in wrong place

    Ankle break, serious, due to unkept, blocked and damage pathway. They maybe never walk Properly again.

    A blocked bike dismount barrier at one end of a path, doesn't work as intended due to neglect, and lack of repair, caused people to slip on uneven surface.

    the person, potentially never able to use the ankle again to their age this incident may ruin their life.

    You need to establish where the negligence lay's, is it owned privately (then you would have to take the owners to court) or is it a public footpath?

    If it's a public footpath, then it's own by the council. You need to make a claim a public liability claim
    against the council. You will need evidence, take pictures of the pavement where the incident took
    place. Get a Doctors report of the injury suffered and the potential long term consequences for the
    individual that suffered the injury.

    Get witness statements of anyone who saw the incident. Is there CCTV that captured the incident? Check with the council if other people have been injured there.

      If it's a public footpath or bridleway, then the landowner is responsible. The footpath crosses private land and the landowner is responsible for it's status. See "countryside and rights of way act 2000"
