I was at a branch of Starbucks today, the shop assistant asked me to place my debit card into a tray and he took it away, legally, does anyone know this is permitted?

Did they take it out of your sight?
I'd complain to Starbucks and say that they shouldn't be doing this in these days of contactless payments**. As posted above they should bring a contactless terminal to you. And if you need to key in a PIN that should be no problem. They can disinfect the keys after you've used it. Mind you, I've not noticed any supermarkets I use disinfecting terminals after people have keyed in numbers.
Keep an eye on your bank account.
** The point being, once it's out of your sight it could be used for somebody else's contactless payment
