British permanent residence card and passport

Hello,
I would like to ask you about getting British permanent residence card and passport.There is necessary to be register (live/work) in UK for 6 years old and also with break no longer than 450 days during these time/ or 90 days during last 12 months.What if I will apply for permanent residence and passport if been register for 6 years in UK but abroad longer than requirements? Is it any fine for applying for it and/or they may refused?

Please be aware the rules will be changing after Brexit so even stronger reason to make sure you get the correct advice.
