LGBT Veterans compensation scheme

Can anyone comment on this scheme, please?

The issue is that my cousin died recently, last year, having been very much the victim of abuse by officers, he was beaten up within an inch of his life, lived his remaining years disabled as a consequence. Will this mean that his family, his sister will not receive any compensation (he was unmarried and had no children)?
