Wife took the Child and left country without father's permission

My wife, from Moldova, took my 2 year old daughter without my consent and fled the country... I had just as much athority and rights to my daughter as a parent then she. Who is responsible for allowing her to do this? Whoa job was it to make sure the father knew or gave his consent? Ever since then, it has caused me a great deal of misery and hardship. I need to know who is responsible so I can sue the hell out of them.
