  • Changing son's surname

Hi my niece has a two year old son, who has seen his father a handful of times since he was born. One occasion he signed the Birth certificate.
he has now been absent from the child's life for a year and has said he never wanted him.
my niece is in a stable relationship and her son calls her partner daddy. They have a strong father/ son relationship.
Her partner would like the child to have his surname, what would be the best way to go about this?

    Kind regards
