what is an independent decision for an appeal hearing?

Hi. is an independent decision one where the appeals officer looks at all the evidence and makes his own mind up as to what happened and decides on his own if the sanction imposed was the right one or is it one where the appeals officer has all the evidence but then says the allegation did happen because the disciplinary officer said it happened and then agrees with the sanction imposed? thank you
