Yes, if it is identifiable to you, it is personal data.

Telemetary is used to monitor drivng style, GPS, braking and evidence in any accident

It is uniique to the vehicle

The data collated each day will be applicable to who ever has signed that vehicle out that particular day and recorded in the vehicle daily log book

An example will be who is the relief driver on your day off etc?

OK, my view is that if it is attributable the vehicle, rather than a person with sole use of the vehicle, it is not personal data.

        I may be wrong.

In which case it will depend whether your colleague "needs" to have the data, seniority is not relevant.

The data is applicable to who ever signs the vehicle out that day

Are we talking of actual Vehicle telemetary (Black box)

Or are we talking something like a digital tcho card

If a digital tcho card then that data will be specific to you as you keep the card when not at the wheel driving

What is, in fact, the issue?

Is there a problem for you here ? the logs can assist or go against you if there is otherwise what is the reason you are concerned about who sees the info?

So what exactly does policy say?

Repeat - what is the issue?

OK, do you know why this "non-management" person is being given access to the data?

What do you want to achieve? It does seem pretty innocuous to me but I may be missing the point.
