Served a Sumons on a Corporate Body through County Court

I served a Summons on a Governing Body over a year ago through the County Court. Informed that majority of the Governors knew nothing about it. Sent all members a letter this week as full meeting held.
Just found out that majority still know nothing about summons.

Simple question, can I apply to Court to have the Judge look into the legality of why majority know nothing about summons?

What exactly was the summons for?
