    There is no clear legal position. What is legally clear is that you aren't entitled to be paid for it. Past that there is no clear legal framework. The law does not say that time must be made up. But nor does it say it must not. And there is no case law on this point to clarify it.

    My opinion would be that provided you are prepared to take the hit on pay, the law implies that the answer should be no, since there is no point in a right to time off if it is really flexible hours. But I doubt anyone would ever risk their employment over a few hours here and there, so there may never be a definitive answer.
