So the law says the maximum working week in hours is 48 hrs unless you in writing opt out of the regulations in which case the maximum weekly hours go up to 70. . If he didn’t opt out and was being forced to work in excess of 48 hrs per week he had a good reason not to give notice and I would say withholding his pay would be wrong and probably unlawful . However going by the dates on the letter he gave 7 days notice.
