Is it a breach of employment law to offer redundancy to someone who is medically fit to work & has a full time post which is not at risk? They have 38yrs service

For someone to be made redundant then the following criteria needs to be met:
* Technology or automation has made a role no longer necessary
* The job that a person does no longer exists within the company
* The requirements for employees to perform work of a specific type has ceased or diminished, or is expected to do so.
* The company needs to reduce staff numbers to save costs
* The business has changed hands or is merging with another company
