I have raised a grievance about a manager to head office last week and today a grievance has came up about me but the person heading the investigation into me is the manager i have raised the complaint about... is this a conflict of interest and is it allowed??

The person appointed to deal with a grievance should be objective and should not have been involved in the issues giving rise to the complaint, therefore the manager about whom you have raised the grievance should not be the person investigating.
