I was wondering about this rlp.. I reading all the threads saying to ignore the letters? Also they have my name wrong on the letters? So ignore them or suck it up and pay the 130. Fine? Thanks in advance

THIS IS NOT A FINE. It is a speculative invoice hoping that you will pay, only the courts and councils can issue fines. While you haven't given the reason for the letter from RLP there is usually no loss to them and therefore go with the advice you've already deduced and ignore.
The full story would help, without identifying details so that more accurate advice can be given.
