please can some one help me I am a not very well person I have a mental illness and take a lot of medication I was caught shoplifting in Tesco the police came and took me away they gave me a caution and told me this was the end of the matter I now have received a letter from rlp asking me to pay 250 pounds I don't know what to do

The consensus on RLP letters is to ignore them. As you were told by the police (at the time) that your caution was the end of the matter, you should not have to pay RLP anything.
