Those who have operated such databases and have been caught have taken a hammering from the courts, Cloggy. That speaks for itself as to the lawfulness of such databases. It is my understanding that those who contribute information to such databases can be pursued as well as those who maintain and operate them. To the best of my knowledge and belief, the only permitted databases of criminal wrongdoing are those held by police forces and other law enforcement agencies and the Criminal Records Office (CRO).
I am still somewhat concerned at the practice of the security goon demanding the OP's National Insurance Number. As well as reporting this to DWP, the OP should also report the matter to the ICO.
