Forced to agree to contract

I have a canal boat licence that is issued under the 1995 British waterways act, it is therefore statutory, all the terms and conditions are the statutory ones in that act, section 17, the canal and river trust is still partly a public body, and issues these licences, they are now claiming that this licence is a contract, though the legislation has not changed, and refusing to issue them unless the applicant agrees to a contract they have invented called " licence terms and conditions" they are claiming that any breach of these T&C's entitles them to revoke the statutory licence, do you agree this contract is illegal, and a blatant attempt to deny licence holders their statutory rights ?

Not sure!
Must check ours out as the Broads Authority changed their rates this year so they matched The Canal and River Trust Rates.
Actually slightly cheaper than last year , don't think that's going to last!
