Can a Pub Annexe the Pavement?

Long story short; I was in a bar in town square and they gave us plastic glasses to pour our beer into as they were closing and wanted everyone to leave. A pub across the square has half a dozen benches outside, cordoned off with a rope, and so rather than walk the street carrying a pint of beer me and a mate decided to sit on the edge of a bench for 5 minutes.
The barman asked us to leave, saying that we arent allowed inside his cordon since we'd brought beers from another bar.
This struck me as a bit odd. I know they have an agreement with the council that people must stay inside the cordon with drinks, but is it possible that they can police a public pavement and restrict who uses it?

In our village the shops actually own half the pavement and the cafes and shops spread out. The limit is shown by a discrete row of well spaced small brass nails. So yes, they could own the pavement their benches are on

Ah I wondered what those studs are for. Not sure they have those at this place though.

Your local public library might have a copy of the definitive public maps and statements of rights of way for your area.
If not your council will have a copy.
This should tell you exactly the status of that part of the pavement
