Solicitor won't release file

I used a solicitor to purchase a property but it all went wrong; I have requested the convenancing file but know he now suddenly wants an aborted purchase fee and a further fee for a different matter.

My question is can a solicitor have 'lien' for the file for a different matter he thinks a fee is also due?

The seized goods do not have to be directly related to the debt.
