I am not really sure, but it looks like they are right. You authorized the work, not the plan provider. And if the water was turned on on the 24th, and the plan didn't begin until the Twenty fifth, then the inundating DID begin before the plan did. You need to contact the past homeowner or your past insurance coverage provider.
