    i have just received ancouncil tax invoice from the council adjustmant saying i have overpaid by
    £123 AND IN HAND WRITING, REFUND REQUESTED BACK TO DEBIT CARD on the invoice

    I allways pay my council tax by debit card each month so if their has been an error and i have overpaid then fine but what concerns me is

    i pay through the councils own website and its capita that handles the electronic payment

    how can the refund back to my card any over payments

    are they keeping a hold on my card details without my consent

    If you pay every month, then I would have thought that they will necessarily have a record of the transaction. More worrying is the fact that it's handled by Crapita ...

      The card details are not kept by the council or capita they are with the payment service provider who are the secure link between the card holder and payment recipient when a credit is made or payment is reversed the PSP carries out the transaction back to the card it does not need any card details except original transaction ID i had and internet company selling online payments were made to us through a PSP ON a secure server we only got cardholders name and very few numerical details not enough to know the full card details must be the same with councils and crapita
