    I have a family member who is under constant harassment form one of their neighbours. The issue involves parking. Upon moving into their property the neighbour set about effectively banning anyone else from parking their cars in front of, or adjacent to his house. To explain; parking on this road is very limited, with not only residents needing access to their driveway but also their family members, delivery vehicles etc all vying for space. The neighbour has constantly involved the Police complaining that the footpath is obstructed with vehicles parked across the pavement and restricting access to his property. That would be a valid argument however, having threatend everyone else (and manipulating the Police) he then proceeds to use the turning area (it's a cul-de-sac) infront of his property as a car park for friends and family, thus blocking access to the footpath he complained others were, allegedly) doing. He has even complained when my family member has dared to reverse his van into the turning area, to turn around would you believe, before driving off down the road.

    Now all this would seem petty were it not for the fact that this neighbour has made over 100 complaints, accosted my family member on his own and other neighbours driveways and been threatening towards other visitors (although not towards myself, I'd quite enjoying dumping him on his backside but not sure that would help the situation).

    So, we believe this all amounts to harassment but not sure of the way to go. Looking for idea's and or suggestions. Anyone?

    Is the road adopted by the local authority or is it a private road? This will have a bearing on the advice you are given.

      The road is adopted as a public highway. This guy maintains he "owns" the property upto and including the middle of the road. As such he can do as he likes. He has also informed my family member that "they don't know who they're dealing with". Although an official complaint was made to the Police regarding this guys behavour it all seems to have been dropped. A request for information via the local MP was also dropped. He seems to have friends in high places and is being allowed to push anyone and everyone around with impunity.
