    Your son needs to get out of that house asap. Not only is the landlord a fraudster, going by what the electrician has said, the building is a fire waiting to happen.

    Your son needs to inform the following as a matter of urgency -

    Local Housing Authority (usually, the local council)
    Local Authority Planning Department (just in case the landlord hasn't got planning permission for multi-occupancy)
    Local Fire & Rescue Service (in view of the opinion expressed by the electrician, no fire escapes, etc.)
    Local Gas Network Distributor (e.g. Wales & West Utilities, National Grid, just to make sure the gas supply is safe and piping within the building conforms to legal requirements)
    Local Electricity Network Distributor (e.g. Western Power Distribution, National Grid, just to confirm the electrician's opinion)

    As for your son paying the gas bill, I would tell the landlord to pay it himself as he sought fit to try and rip your son off. I would suggest your son lets the attack dogs listed above off the leash AFTER he's moved out. Yes, it will probably p*ss the landlord off big-time, but he's only got himself to blame.

      I am going to show my son this tomorrow, thanks bluebottle, the landlord hasnt got permission for multple occulancy which is why he has included council tax in with the rent,or each flat should pay their own, also charged my son 2 weeks extra to keep the flat for him, even though iy had been empty a while,he also knew why my son was having to leave the last flat, same problem being charged for someone elses bills,but doing the same
      I have already told him what he should do, report the landlord, and as soon as he is out if he doesnt i will, but he needs somewhere else to live, and his bond back
      The flat only consists of 1 bedroom, with shower cubicle, where his son sleeps,a kitchen , and a living room with bed settee, where my son sleeps,
      I know its illegal not to have a fire escape,and fire doors i think too

        Blue bottle is right get onto all those people as soon as e moves out. Takes photos of everything. get a wrtitten report fro a gas safe qualified engoneer that the meter is serivngtree flats.
        The landlord should at the minimum be able to provide on demand a landlords gas certificate , which neds to be renewed annually. An electricalsafety certificate which is renwable ecery firve years. Fire doors are down to he local authority. The external doors should have locks that can be opened without keys froom the inside. If the property is small then fire escapes may not be needed. Check with the 2006 housing at and also with local council. \te property needs tobe regstered as as a housein multiple occupation SUI GENERIS .
