          A Subject Access Request should also include copies of all paper records.

          It should include attendance data, details of disciplinary action(s) taken, results of examinations, tests and assessments, regardless whether they are public or private - confined solely to the school - and details of activities/curriculum, together with risk assessments where appropriate.

                That was my understanding.
                Just looked at DPA. Section 35(2) covers obtaining of legal advice. Worth a try. Civil Procedure Rules would require disclosure in any case if legal action considered. Sounds like SAR not complied with if manual records not provided. ICO next step?

                        It's always been like that. However, depending upon the circumstances of the case, you can use other legislation instead of the Police Act 1996 which carries heavier penalties.

                          As well as classwork, progress reports etc I believe that Headteachers keep their own separate records on each pupil, but this doesn't seem to be widely known.

                            Nor is it true. The Headteacher has access to all electronic records held from their office. They also tend to hold the 'Children At Risk' register which is obviously highly confidential, and much of the content purely for their eyes only. Beyond that, some may hold the records for things like suspesions and exclusions, but they don't hold any other special records on individual pupils.
